15 And I took the chief of your tribes, men of wisdom and experience, and made them rulers over you, captains of thousands, captains of hundreds, captains of fifties, captains of ten, and overseers of your tribes.

16 And I commanded your judges at that time, saying, Hear your brethren, and judge justly, brother to brother, as well as to his stranger;

17 Do not distinguish between persons in judgment, hear both the small and the great: do not be afraid of the face of man, for judgment is the work of God. but bring the matter that is difficult for you, bring it to me, and I will hear it.

18 And I gave unto you at that time commandments concerning all things that ought ye to do.

19 And we departed from Horeb, and went through all this great and dreadful wilderness which you had seen, on the way to the mountain of the Amorites, as the LORD our God had commanded, and we came to Kadesh-barnea.

20 And I said unto you, Ye have come unto the mountain of the Amorites, which the LORD our God giveth us;

21 Behold, the LORD thy God is giving thee this land: go, thou shalt take possession of it, as the LORD, the God of thy fathers, hath spoken unto thee, and thou shalt not be afraid, nor be afraid.

22 But you all came to me, and said, 'Let us send men before us, that they may search the land for us, and bring us news of the road by which we shall go, and of the cities into which we shall go.'

23 And I pleased this word, and I took twelve men from among you, one man from each tribe.

24 And they went, and went up into the mountain, and came to the valley of Eshol, and looked at it;

25 And they took the fruit of the earth in their hands, and brought it to us, and brought us tidings, and said, 'Good is the land which the Lord our God giveth us.'

26 But you would not go, and you resisted the command of the Lord your God,

27 And they murmured in your tents, saying, 'The Lord, out of hatred for us, brought us up out of the land of Egypt, to deliver us into the hands of the Amorites, and to destroy us;

E-28 Where are we going? Our brothers relaxed our hearts, saying, "That people are greater, and higher than us, the cities there are large and with fortifications reaching to the heavens, and we have seen the sons of Enacus there."
